ARCHITECTURE & DESIGN REVIEW COMMITTEE MINUTES
September 6, 2012, 5:45 p.m.

Chairman Rob Clapper called the meeting to order at 5:50 p.m.

  • Appl. 12-39P, CT Studios, LLC—request for site plan of development modification to construct a 600  square feet office building, on 40-acre property located at R011A and 245 Chapel Rd, R008 John Fitch Blvd, and 240 Ellington Rd, I-291 Corridor Development zone
Tom Novois, Architects for CT Studios presented the plans.  The applicant is proposing to add a 600 sf security office at the Ellington Road entrance with three parking spaces.  The building will serve as a construction office during the course of the project and a security gate will be installed at this location for contractors to check in.

The architect presented a colored rendering of the building and presented samples of the materials and colors that will be used.  The building will have a gable roof and will be constructed of hardy plank siding material.  The blue/grey color will match the color proposed for the office portion of the studio buildings.  The windows will vinyl and white trim will be used to accent the building.  The only lighting will be a couple of wall paks on the building itself. There are no plans for the permanent signage at this time; however construction signage will be added along the access drive.

The Committee discussed the proposal. The applicant clarified that this is planned in the parking area of the location of the future hotel.  Although the building is a permanent structure, the building will be raised at the time of the hotel construction.  All the utilities are being brought to the site from Chapel Road - nothing has changed from the original approved site plan. The landscaping as original proposed along the access drive will remain.  The applicant is proposing to add a couple additional trees in the area of the office.

The Committee had no questions on the proposal.


  • Appl. 10-15P, CT Studios Site Plan - Review of changes to the architectural elevations and materials of the approved building plans
The architect presented the changes to approved architectural drawings because the materials to be used have changed. There are no longer planning a metal, butler type building.  Instead, the material to be used for the studios will be pre-cast concrete panels with an exposed aggregate finish.  A sample was provided.

The administrative office building will be wood framed with trim.  The colors will match those proposed for the small office building. A rendering was presented.  All other aspects of the site plan remain the same.

The ADRC discussed the proposal. The applicant clarified the office portion would be 30 feet high and the studios would be approximately 50 feet high.  The 3 foot parapet on the office building would block any view of the proposed rooftop mechanicals.
The Committee suggested that the pillars used for the fencing be made of a similar material, or at least match, the masonry wall proposed.

They were pleased with the materials and felt that this was an upgrade to what was previously proposed.
